Proposal to Demolish & Replace Wesley Barrow Stadium in Pontchartrain Park
The following notice was published by the Federal Emergency Management Agency (FEMA):
Public Notice Regarding Section 106 Review of the City of New Orleans’ (City) Proposal to Demolish and Replace the Wesley Barrow Stadium, 6500 Press Drive, New Orleans, Orleans Parish, LA with funds from the Federal Emergency Management Agency (FEMA) – Seeking Public Comment
The City has applied for FEMA Public Assistance funds to demolish and replace the Wesley Barrow Stadium, 6500 Press Drive, New Orleans. The proposed new stadium will increase the size of the existing facility from approximately 2,900 square feet to 4,670 square feet, and have a seating capacity of 650 persons. The new facility will have a different orientation on the existing site, moving from the north corner of the lot to the northwest corner. This reorientation is required for safety and is based on a recommendation by Major League Baseball. A T-ball field will be added in the north corner of the lot. The parking lot facing Hayne Boulevard and Press Drive will be resurfaced. There will be no new access drives or any work within 180 feet of the crown of the railroad levee.
The project site is bounded by Hayne Boulevard on the North/Northwest; Press Drive and Southern University of New Orleans (SUNO) on the West and South; and Pontchartrain Park and on the South and East. FEMA has determined, in consultation with the SHPO, that the Area of Potential Effects (APE) for Standing Structures includes the project site, as well as Pontchartrain Park and a portion of the SUNO campus. The APE for Archaeology is the 8.31 acres project site. These APEs are depicted in Figure 1.
Pontchartrain Park is a mid-twentieth century subdivision that was one of the first planned communities in New Orleans designed specifically for middle and upper income African-Americans. FEMA, in consultation with the Louisiana State Historic Preservation Office (SHPO), determined in December 2005 that Pontchartrain Park is eligible for inclusion in the National Register of Historic Places (NRHP). The Pontchartrain Park Historic District is locally significant for its association with community development and racial relations in the City of New Orleans. Its period of historical significance is 1955 – 59, and the contributing elements to the historic district are the Joe Bartholomew Golf Course, the park around the perimeter of the golf course, a portion of the residential neighborhood on the east side, and Barrow Stadium. Barrow Stadium, constructed in 1957, is the only structure inside the park that FEMA determined to be a contributing element to the historic district and it is an integral part of the original design of Pontchartrain Park. The Park and Barrow Stadium both retain cultural importance as symbols of the quality recreational opportunities that Pontchartrain Park offered its youth.
The majority of the APE falls inside the NRHP-eligible Pontchartrain Park Historic District, however the SUNO Administration Building, just outside the historic district, is within the APE. This building was determined by FEMA, in consultation with SHPO, to be individually eligible for the NRHP in July 2010. Built in 1959, the SUNO Administration Building is significant under Criterion A for its historic association with ethnic heritage (African-American), social history, and the history of education.
FEMA has concluded that the prehistoric and historic archaeological potential of the APE appears to be very low given the recent nature of the historic development in this area and the amount of previous ground disturbance. FEMA has determined that the proposed project will not affect archaeological properties.
FEMA has determined that the proposed demolition will adversely affect the National Register eligible Wesley Barrow Stadium. Additional effects to the National Register eligible Pontchartrain Park Historic District and the SUNO Administration Building may be caused by the design of the new stadium. FEMA is seeking input from members of the public on ways to avoid, minimize, or mitigate any Adverse Effects.
Any member of the public is encouraged to provide views on this project to FEMA. Comments can be submitted to FEMA for a 15-day period beginning on April 15, 2011 at http://www.crt.state.la.us/culturalassets/fema106/ or by regular mail.

INVITATION TO BID ON INTERIOR DEMOLITION
The City of Norwalk is soliciting bids for interior renovations within the Fire Apparatus Repair Facility. The scope of work generally involves interior renovation of the office space vacated by the Fire Prevention Bureau and the conversion of the space into staff facilities associated with an operating fire station. The area of renovation is approximately 2,800 square feet. New uses shall include bunk room, offices, day room, kitchen and dinning area. Work shall consist of interior demolition, relocation of existing building devices and equipment, construction of new walls, lighting/outlets, new interior finishes and painting. In addition, modification to existing HVAC, electrical, plumbing, fire sprinkler and fire alarm systems will be required. The estimated project cost is $65.000.

AF Group wins removal and recycling of the Norpipe H7-platform contract
Large offshore demolition and recycling contract for the AF Group :
The AF Group has been awarded a Letter of Intent with Statoil, on behalf of Gassco as operator, regarding removal and recycling of the Norpipe H7-platform.
The platform is located at the German continental shelf of the North Sea, and has been a part of the pipeline which exports gas to Europe. The Letter of Intent covers planning, engineering, removal and demolition of the installation. The Letter of Intent also includes an option to decommission a similar platform, B11.
Environmental Base Vats on the west coast of Norway will be used as decommissioning site. The site is Europe's most modern decommissioning facility for
decommissioned offshore installations.
The contract value is approx. NOK 420 million ($53 million), excl. abovementioned option works. A condition for the contract is a final decision by the ownership Gassled on the implementation of the removal project.
The work will start immediately, and is planned to conclude by the end of 2016.
- The AF Group has built up expertise and capacity to handle removal and recycling of obsolete petroleum installations. It is therefore a recognition that Statoil, on behalf of Gassco, has chosen us for this mission. The work lays the foundation for further growth within our environmental business in the North Sea, says Pål Egil Rønn, CEO of the AF Group.

Federal Legislation Would Fund Research into E-Waste Recycling
U.S. Rep. John Sarbanes, D-Md., has introduced legislation that would fund research into electronic waste (e-waste) recycling. Called the “Electronic Device Recycling Research and Development Act,” the bill would authorize the U.S. Environmental Protection Agency (EPA) to issue grants for research and development projects that would explore ways to increase e-waste recycling.
The bill also would fund a study on the obstacles to e-waste recycling.
“Recycling electronic waste is a win-win for our economy and our environment,” Sarbanes said in a press release. “It reduces the environmental impact of high-tech manufacturing, reduces cost, and makes U.S. companies less dependent on foreign suppliers of minerals and other materials.”
“Business owners recognize that the future of manufacturing in America will be based on innovation and sustainable processes,” Sarbanes added.

Congress introduces landmark bill to stop global e-waste dumping
Good news - the Responsible Electronics Recycling Act of 2011 (HR 2284)was introduced in both the House and Senate this week. It's a bill that would make it illegal for "recyclers" in the U.S. to send toxic e-waste to developing nations. Please take a minute to urge your members of Congress to support this important bill (or thank them if any are co-sponsors).
This is landmark legislation in that it has bi-partisan sponsorship in the both the House and Senate, and the support of some key manufacturers and retailers, including HP, Dell, Apple, Samsung and Best Buy, all of whom already have policies of not exporting e-waste to developing nations.
For years, unscrupulous "recyclers" and waste trade brokers have been loading up containers full of e-waste and sending them to developing nations, where the toxics inside end up poisoning workers and communities. "60 Minutes", "Frontline" and many other media outlets have documented the horrible results - workers bashing open TV tubes, melting the lead from circuit boards, and burning plastics, which creates deadly dioxin emissions. All of this happens right next to residential areas, so residents and workers alike are exposed to the toxins.
This bill would stop the flow of toxic e-waste from the U.S. to these countries. It will still allow the export of tested and working equipment to be exported for reuse. We believe that once we close the door on global e-waste dumping, we will see new jobs being created by recyclers who will be doing disassembly, repairs, and processing here in the U.S.
A similar bill was introduced in the House late last year, but since this is a new session of Congress, a new bill had to be filed. If even if you contacted Congress on the last bill, they need to hear from you again on this new bill.
Please let your members of Congress know that you support this bill and urge him or her to do the same.

NAPATECH 40G NETWORK ADAPTER NOW SHIPPING
ANDOVER, Massachusetts, May 9, 2011 – The recently announced Napatech 1x40 GbE NT40E2-1 intelligent network adapter has now been shipped to the first customer for evaluation. The NT40E2-1 is one of the very first commercial 40 GbE network adapters in the field.
